I have PSPx4. If I select an area of the image and try to apply color balance (Adjust|Color balance), the effect gets applied to the entire image, not just the selected area. Is there a way to apply color balance to just a selected region?

That is weird. It also forces floating selections to merge back down.
So the only way I can think to do it is to Promote the selection to a new layer. Perform the adjustment, then merge back down.

It does the same thing in X2. But, if you use the tool called "Adjust Color Balance" that's found under "All Tools" in the Customize dialog, it only changes the selected portion of the image.
Using Paint Shop Pro versions 5, 6, 7, 8, 9, 12, 14, 16

In X4 All Tools might have been replaced with "All commands" I don't know as I no longer have x2. But it's also found under "Unused Commands" as it was initially replaced with the Color Balance command.
Although very similar in input options the result is ever so slightly different.
I use them both for this reason. Especially the White Balance adjustment and Color Cast removal options. It always depends on the image, sometimes Color Cast Removal works better sometimes White Balance Adjustment. So I don't consider them replacements for each other.
But if it gets you the result you want, it's a lot easier than my method.
