PSP X4 won't open correctly

Nature of the problem: When I click on my PSP X4 icon, nothing happens. After several moments, I Ctrl+Alt+Del and then "End Process" on PSP; then I click again on the PSP X4 icon and it opens within 3 seconds. It worked correctly up until about a week ago, then this started. I have tried resetting by holding down shift while I double-click the PSP icon, but this did not fix it. I have also rebooted multiple times.

Properties of your source files (format, file size, where did you get it?) This happens before I open a file in PSP.

What devices are involved and their mode of connection? Cordless (USB) mouse

Have you tried using a System Restore point from a date before all this happened?

Yes, I tried a restore point yesterday and PSP now opens the first time I click on it, but now if I close it and try to reopen it, it won't reopen without an end-task.
