-20 error on install of VSx5

I've been trying to install x5 with no luck and no help from Corel. When I start the install it gets to the part where it says it is configuring Direct X, hangs there for a minute then gives me a message telling me my system has not been modified and displays the error code -20.
I remember I had this same problem when I first tried to install x4 and if I remember correctly I had to edit or paste a file somewhere and install in safe mode? Has anyone else had this issue? And if so, how did you work around it? Thanks for looking.

Hi

I found this information regarding Safe Mode install

Some users have found that by creating a new User Account as administrator, then installing Video Studio was sucessful.
The account cound then be deleted.
