I'm having some problems burning a project to bluray disc, so I'm considering choosing the "Create Blu-Ray Folders" option instead of "Create to Disc". If I do the folder option, can I just burn that to disc and it work the same in my bluray player as if I had done the create-to-disc option?
I'm sorry if these are stupid questions. I'm very new to all of this, and I can't seem to find the answers that I'm searching for. Thanks in advance for any help you can give me.

Theoretically, you can just burn the folder -- including all of its sub-folders straight to a Blu-Ray disc using a program like Nero and treating the folder like a data file. But a safer option is probably to download the free ImgBurn program, which will burn the folder to disc and insert any necessary run-in codes. Be sure to read the ImgBurn instructions.

Have you applied SP1 to X4? That was the only update which occurred, though I can't recall exactly when it was released. Certainly a specific patch for the X4 burning module was not released, and will not be now that X5 has been released.
As for the difference between a disc image (ISO) file and a disc folder, there is not much. Both are in effect the final disc in software form and contain all the necessary information and files in the final structure of the disc. A folder is a little easier to view in the sense that it can be opened and played directly by software DVD/Blu-Ray players, whereas with ISO files, they have to be first mounted on a virtual drive before most software players can "see" and play them.

Do not burn the parent folder it creates. Rather, burn the BDMV and Certificate folders to a disc using a program like ImgBurn or other burning suite. Thats what I have had to do as I get the unspecified error message when trying to burn directly from VS x4.
