I can't find anything in X5 that will allow me to create an FLV file like I was able to in X3.
Am I missing something, or is that feature no longer available?

Apparently, the .flv extension is being phased out. There was a company takeover or something or other, and the new extension for flash videos which VS X5 can produce are webm. You will find this under Custom.
