I am trying to create a linen background. I succeed in creating the first layer and lines run horizontally. I create a 2nd layer and what should happen is I recreate the original block and then rotate ONLY the 2nd layer so it is verticle lines. Then I would do an overlay mode on the 2nd layer so that it appears to have a linen appearance. However, when I am working on the 2nd layer and rotate it (and single layer only is checked) both layers rotate to the same direction. Can someone direct me to a tutorial to complete this or tell me how to actually rotate only one image on a separate layer?
I'm using Paintshop pro X3

Well I only have X4 and it rotates it just as I would expect it to. But I never use the Free Rotate command either.

Just Grab the Pick tool - Hold down the Shift key and hover over the center handle. This should give you the "rotation" cursor (two arrows going in a circle) and drag it in the direction you want to rotate it. The Shift key will constrain it to very specific angles.

Or if you don't mind it rotating and readjusting itself in the upper left corner of the image you can simply set the Angle in the Tool Options to 90 or 270 degrees.

It will not be faster to define size of grid tool in PSP, then make a screenshot a recolor gris as you need? Or you need something specific..?

Actually that is my problem. I tried using the rotate 90 degrees and it turned BOTH layers. Then I tried the freeform rotate and it did the same thing. I just can't figure out why it is rotating both layers and not just the layer I am working on. I do have the "single layer" area checked.

Well with the Free Rotate command I can understand possible issues. But not the pick tool. The pick tool doesn't allow you to rotate more than one layer at a time unless you're using vectors.....

Actually even if you're using vectors it won't do that. A vector layer can contain multiple objects and when you rotate the single layer it'll rotate all of the objects inside the layer. And you can rotate multiple objects inside different layers at the same time. But you can't rotate two layers at the same time using the pick tool.

So that's very odd that you're experiencing that.
