Question says it. Is it possible to change VS from NTSV to PAL or vcvs without having to completely reinstall?

Yes - if you want to change it for just one project at a time - if you want a permanent default to the other option you will need to do a re-install.
You have the options to set your project properties to NTSC and by using the 'Custom' option when you create the final video you can make a NTSC file.

What does “vcvs” mean
If you are in Pal country and use Pal video then you will be best to re-install the program.
If you generally use Ntsc but wish to create a Pal type then yes you can do that.
Your default templates via Share-Create Video File will use NTSC so this option is useless to you.
You would have to use the Custom or Make Movie Templates Manager to create your own Pal templates.
Nick, can you please fill in your Profile from the User Control Panel (Link Top Left) to include your PC specification and your Location, this will then show to the right of your posts.

In another of Nicks posts he mentions being in Australia so I assume the default is PAL
also assumed that vcvs was an abbreviation for 'vice-versa' hence my answer.

Thanks for the replies. Yes it is vice versa, and I live in Oz and the country's "default" is PAL.
I installed as NTSC because I wanted to see if I could beat the flicker problem I am having at any other than camera default frame rate/50 FPS. However my camera itself is PAL, so I will reinstall.
