When I try to import from my scanner, the option in "import" is not highlighted to select it when I scroll to it. The only option available is "screen capture." What is wrong.

Can you scan using anything else on your computer using the scanner's software or other software like Vuescan?
PSP uses the Twain drivers to scan. So if you don't have other software to go between PSP and the scanner there's nothing to use.
