I cannot access my program for some reason and it tells me reinstalling might solve my problem.
However, when I start the reinstall process, it asks me are you sure you want to delete the program.
Well, I want to keep all my hard work, photos, videos, etc. Won't reinstalling delete all this.
I bought x4 bundle package and was going to install it over x3, but not sure that will solve my problem
either. Can or should I install x4? I have the program installed on an external hard drive and can
access my photos and stuff, just can't launch the programs.

First, installing X4 will not affect X3 at all. They are completely separate programs. A number of us here, for instance, have several versions installed on the one computer. I for example have X2, X3 and X4 on this computer. All function well and separately.
Second, when you uninstall X4, it will usually ask if you want to preserve your settings. Say OK to that, and your preferences will be preserved.
Third, uninstalling will not remove your videos or photos which will be stored in some other place. But why do you have X4 installed on an external hard drive? I think it needs to be on an internal drive, though not necessarily your operating system drive (typically C:\, though on one of my computers I have it on an internal K:\ drive and it works fine...)

Just like what Ken explained, VS X4 will not be installed on top of VS X3, they're on a separate folder or location. The error that you received means that the system detects that you already have X4 when you try to install X4 again.
