I want to remove a portion of an image from one photo (a jet plane) and place it over another different photo (a landscape).
I read the Paintshop pro x4 book and also the help section. I spent 2 hours trying to do the work, but all I get is a semi transparent image over the other image. Both images are terriable. Can anyone help me with simple steps to accomplish
this?

A few ways of doing this.
Image> Object Extractor. Use the brush to outline the object, use the paint can to fill that outline, eraser to clean up the edges. Click process, you'll have just what you outlined.
-or-
Use one of the selection tools (Smart Edge or Edge Seeker) to outline what you want to move, double click to finalize the selection. Once you have the selection made, Ctrl C to copy just that selection.

From either method go to your landscape and Ctrl V to place the selection there as a layer, choose the Pick tool (the arrow) to move it where you want, rotate, skew, resize to match landscape, etc...
Erase from the jet plane's layer what you don't want (inadvertently captured too much gray sky when you're pasting on a blue sky, etc...)
Adjust jet plane's layer contrast and lighting to match landscape's look. etc...
When done save as a PSPImage in case you want to do further edits and don't want to have to redo what you've done, then save as a jpeg for web display.
Keep the jet plane's opacity (layers palette) at 100%, keep it as a Normal layer. Keep it above the other layer. It should remain totally opaque.

Thanks for the info. Do you know how I could change the size of the cut out before it is
pasted on the landscape photo? I am not shure this can be done. I didn't see how.

As df points out there are a number of ways to achieve the same results.

I would go to your picture of the jet. Using the selection tool, and point to point, I would work my way around the plane. Once done copy it. Then open the landscape and paste as a new layer. Using the pick tool to resize and locate the jet where you want it to be.
Sounds easy hey! But the more you do the easier it gets. Remember there is no right way of doing it. Just the way you are comfortable with.
