Many organizations have two separate development groups. One works on fixing bugs and the other works on developing new functionality which often is based on working through existing issues. And, even in those organizations that have only one development team, much of the development work often comes directly from fixing known issues in a different way than work-arounds. It often depends upon how much noise customers are making.
