What is the difference between DVD- Video and DVD-VR Please

Hi all,
I am new to Ulead Movie Factory 4.
on making a DVD video from mpeg 2 captured from a win tv card,
what is the difference between using the DVD-VR Function
and the DVD-Video
also by defult are the finished DVD Disk closed
