I have discovered a bug with layers:
1. Create a layer by clicking the + Adjust button in the layer manager.
2. Slowly move the mouse cursor from the + Adjust button to any layer manager border until it passes out of the layer manager window.
3. As the mouse cursor crosses the layer manager window border suddenly a brush layer is created and the brush adjustment section appears at the bottom of the layer manager.
I am working with Canon 60D raw files.

If you have brush tool selected, then yes, a brush object is created.
But I am not sure, if it shoud be considered a bug,
because:
it is only an object without any brush stroke, thus without effect, and you need an object to set brush parameters (size, intensity, etc), prior to painting.

My thought is that it is a bug and have filled in a surveymonkey report accordingly
My observation is it only happens if you can see the background of the preview panel, it doesn't happen if you are zoomed in and the image fills the whole preview window. That suggests to me that it is a bug more than a "feature"
