If I generate jpegs the "effect" is not so vibrating, but still visible and annoying.

Does it still show if you turn off standard sharpening in ASP? Use Wavelet sharpen instead, for example?
There is a nasty side effect of creating horrible artifacts and color fringes with current implementation of sharpening in ASP. (In ASP sharpening is done in RGB space, whereas in Bibble 5 in LAB. I believe Corel is fixing this in the next ASP release...)

As I tested it, it is not related to any other feature just the RAW Noise.

What's on there is the impulse NR. This is for stuff like dead & stucked pixels. If you don't have them you may wan't to turn it off by default? I know that this is not "the fix".
It seems that this routine has a hard time with those Jerseys and "thinks" that the black holes are somewhat of Dead Pixels.
