Can VS X4 create a screenshot video?

No unfortunately not, Video Studio X4 does not have the function to capture the screen as video.

There are many programs, it really depends on how much you wish to spend, or go for a free program.
I browsed the web and found that Windows Media Encoder will do a screen capture

Never used it so don’t know how good it is or what format it creates but would assume WMV.

Do a Google search, most will have a trial version

One programme that I know a number of people use - although I have never used it myself - is Camtasia.
