I know this is going to be difficult to explain.
but how do i do a geometric distortion without applying perspective? so in the example below. if i want it to look more like the second image (which i did badly with warp mesh,) rather than the top image. that is to say i want to be able to pull the corners like i did with the pick tool for the top image but not have it apply the perspective, which in this case bunches it up to the left. just to keep it in the plane as with the bottom image.
?
How do i do this...

Better way is to do it in Inkscape - http://www.youtube.com/watch?v=XpOawwLt6cc

I have a method that will ruin your ability to edit the text. It's also slow and no guaranteed accuracy.
First, with the text as a vector, convert the text object to a Path (Objects -> Convert to path)
Then using the pen tool select the individual nodes of the letters and force them either up or down sit on the line from the gun. It takes longer than the Warp Mesh tool but allows you to keep the text as a vector for smooth resizing and manipulation of the nodes and settings.

not perfect then
that method sort of seems to work, but it's tricky to deal with nodes that are in the middle of the text.
it sounds like such a simple thing. i'm not too fussed about the vector element. if i could do it with a bitmap i'd be happy.

Re: How do i do this...
Well, to be fair, nothing's perfect.
It's always about dealing with the different eccentricities of the software. I have inkscape on my system for the things I can't do easily in PSP. I don't mind using a pipe-line like method to make images, after all we can't expect PSP to have everything, but considering vectors are one of many things taking a back seat in recent updates of PSP I still get frustrated with what we can't do.
We've actually been asking for geometric distortion options for vectors but haven't gotten them yet. But I'll look to see if PSP doesn't have a better option available. That one was simply the first thing that popped into my head when I read your question.
