Is it possible to create PAL DVD?
Is it possible to create PAL DVD with Video Studio 9 if it was installed for NTSC system?

Yes.
I have taken a project containing NTSC assets and changed the output target to PAL, let UVS render, and had success. But this approach contradicts the recommended procedure of rendering all the assets to output target compliant MPEG2 files first, and then creating a new project just for burning.
Certainly the easiest would be to just change the target to PAL DVD (and possibly customize things a bit more after that), but if you have problems, you should succeed by rendering to PAL MPEG2 first.

Yes. I live in an NTSC area but my parents live in PAL country and my cam is NTSC. When I finish a project I go to "share" and create an NTSC video file and save it. Then I go back to "share" again and create a PAL video file by chanding the properties. The PAL file takes longer to create because of the different system but there is no loss of quality that I can see. Then I use those files to burn an NTSC and a PAL DVD respectively.
