Checked the plugin site today and the statement about Vinge under development is no longer there. I've seen on the bibble site that vinge is available for download at:

Just download from the link, rename the file and install. I'm looking at it in ASP right now.

No, the version in the forum is the testing version of the final plugin. If everything's fine, the final version will be released when the localizations are ready.
