Sound Mixer Level Problem with VS X4 Pro SP2

I am working with VS X4 Pro SP2 and am having an apparent problem using the Sound Mixer controls.

I drag an uncompressed WAV file into the Voice line and want to boost the voiceover to a higher level when compared to the video game recording sounds that I'm commenting about.

I select that voice track and click the Sound Mixer button and the microphone icon on the left side is highlighted in gold. To the right of that icon is the bar that let's me drag the db to +12 to -36, defaulting to 0.

When I use that control it only seems to work Sometimes. It's like it sometimes doesn't register properly that I have the track selected and did the HOME button to go all the way to the start and am ready to adjust the volume level. I grab the control, drag it to the top and it stays at 12 but the level line in the actual track does NOT rise beyond 0.

There seems to be no active "APPLY" button to force an update/change - I think it's supposed to be live and interactive. But sometimes it just doesn't seem to connect right.

So I'll remove the track, drag it back in place, play it, stop, press the HOME button to get back to the start of the track and try the Sound Mixer again and it might actually work that time.

It's sort of frustrating and I'm hoping that someone can help me get this figured out. Maybe I'm doing something out of order? It does not seem as intuitive as I'd like it to be. The interface is a bit quirky in that regard, but I'm trying to work with it.
