the help says that ctrl+d will de-select drawing a line, square or other shape, It does not work on my copy. I have it's S/N if you need it.
Also amunable to doc the tools bar for text. The setup shows that it should docking is activated.

Don't ever give your S/N. This is purely a user to user board and Corel has your serial number if you registered with them so contacting support through Corel would not require it either. Unless I'm mistaking what you mean by S/N (I'm thinking Serial Number).
And could you tell us which portion of the help files says this? Because as far as I know "Ctrl + D" is only for deselecting a selection not a selected object. And I cannot find any mention of "Ctrl + D" in the section of vectors.
As for docking the tools bar when you grab the toolbar do you see the white boxes that pop-up on the screen. Hover the toolbar over those to select a docking placement.

First, your answer about docking the tools worked just fine, I saw those markers when I tried to dock the tool bar but was not sure how to use them. The tool
docked just fine now.

I have used the most current Paint Shop Pro versions 5,7,8,9,10.11.12, 13 and now 14. All of these versions ctrl+D allways removed a selection including adding text. Am unable to get Ctrl+D to work in PSP14. For example, I create how to topics for my computer club group by creating pages with directins on how to complete a computer task by placing snippits of things then drawing a line from text pointing to the object with a line and an arrow at the time. I must de-selct that line before I can draw another line, this is where it is easy the the ctrl+D to de-select the line before I draw another line. If I don't do that and try to draw the second line it will be a modification on the first line.

While in PSP 14, click HELP, the in the Catigory drop down click SELECTIONS scroll down to the bottom line click view SELECTIONS, SELECT NONE then look right to see CRTL+D then see what this does is remove the curent selection. This action has worked to deselect most all of the tools used in PSP versions. At this point the only way I can deselect a drawn line, eclipse or square is to click layers then merge all. If I wanted to create, a second line, for example a line with an arrow I would have merge the layer or I would extend the first line.

This is my second notification of my last addition to my original post stating that the way to de-select a drawn line by using the key board link ctrl+D. My reply
to the original post shows where this action crtl+D is called out and that it does exist. Since no one has answered the question why it does not work on my copy

CTRL+D works for me in X4, don't know why it doesn't work for you. On this page there are lots of ways to contact support including a phone number that is not toll-free. Email contact involves filling out a form and the tech emails you, and you can reply by email or by adding your comments to the support ticket.

I have never used "Deselect" in this fashion. Technically Ctrl+D does work inside of your version of PSP. However it no longer works like you're expecting it to.
De-select was never meant to work with anything other than selections. There is a reason it's in the "select" menu and whatever was allowing "De-select" to work on what vectors you have currently selected no longer works that way. A lot of the inner workings of PSP have been changed. To the annoyance of some, but possibly for the better (or so we can assume).
I can, however, tell you that you never needed to merge the line to de-select it. If you hit the apply button "check mark marked apply" it would accept the line and start working on a new vector object for you.
The other option, is to go into the Customize menu and set a keyboard short-cut for the menu item "Objects -> Edit -> Select None" I know this was never used before but it is an option. The difference between this "Select None" and the above's "Apply" is that apply allows you to start a brand new vector object. "Select None" will simply start a new contour inside the current vector object.
This is not something Tech Support can help you with because it is not a bug, simply a change in functionality.
