Easiest way to create PAL DVD

What is the easiest way to create PAL DVD?

Can I use our NTSC DVD, or NTSC video file or I will have to go back to the VS9 project. The last option is unpleasant, because it will require creating chapters and manus again.

What project settings should I use to be able to burn DVD in PAL?

Do you have MovieFactory 4 DC? If so, I believe you can change the project settings to PAL, and that will convert everything for you (I think I tried this once, and it worked with the menus and all, but it was just a small test project).
