Picture Duration
Is there a way to make the default picture duration in the timeline 'one frame' (1/30th of a second)?

No way to set the default to less then one second - but after the photos are in your timeline you can set all at once to one frame, - click on the first photo in the time line - go to the last one and shift+select to select all photos. RIGHT click over the selection and choose "Change Photo Duration" - the box which opens will allow you to set one frame for all selected photos.
