Considering the use of sequences of still images (e.g. created through vector software as Corel Draw), could anyone inform whether “VideoStudio Pro X4” is able to make the following kind of animation?

I don't see anything in there that VideoStudio can't do - it just appears to be a succession of still images with various transitions between them and some animated text. there is no special name for it or special technique it's just still images running in sequence - the biggest part of the work would be in preparing the still images - that you would have to do in another package such as Paint Shop Pro.
In fact - from the man who made it - under the video on Youtube he says - "Quote" - It's a stop motion effect. Classic animation procedure: I drew several variations of the character through its motion cycle and had them appear in quick succession while moving the other objects around it.
