Does "split audio" cause video deterioration?

I captured from VHS to VCD standard format. The audio was out of sync, so I shifted that. I saved it using project settings (standard VCD).

The result was much deteriorated in Video quality, unusable in fact. Should I expect that from just shifting the audio a few frames?

Using VS8, 2.6 celeron, lots of disk space..

Answering my own: There is a Yet Another Quality Slider, within the save options. Bump that from default to 100% (why is default less than 100%, who wants to lose quality in a save?!). The save slows down but retains most of it's quality.
