Bad Corel, I would never trust a registry cleaner anyway. Just not worth it.

But to answer your question, yes I do see this. Actually I didn't because I just do not use the organizer at all but after turning it on and excluding items I saw the exact same thing.

Registry cleaners are snake oil. The best ones do nothing at all... the worst break things.
Someone once described them something like...
"Imagine a car park the size of Montana. A registry cleaner is like going in and sweeping a single parking place".

Download.com has also come under fire recently for bundling other software with freeware downloads. They also don't test the software they offer themselves, but rather have a program test it for them or use some other way of doing it from what I've read. While I agree that most registry editors don't do much there are a few out there that do things, but unless you know what you're doing you can screw things up even with a good editor. The only registry editor I trust myself is what's included in an uninstaller program and the only registry entries it removes are related to the program that I'm uninstalling at the time. After all, unless there's malicious software on your system about the only time the Registry changes is during install or removal of programs. Having a program that removes leftover registry keys (after you've reviewed them and decided to remove it or not) makes leftovers a lot less.
Then again, no software advertised in banner ads is ever good.
It's funny, I see PSP X3, X4, and Video Studio in banner ads all the time.

It was Download.com https://www.google.com/search?q=downloa ... iQLw0tGrBw
Although I know what you're talking about with the freeware offerings having things bundled with them, usually Adware. For someone to offer something for free they still need to pay bills, put food on the table. Adware is a logical solution.
