I use Video Studio Pro 3, I am having a problem with creating a video. I have added titles and pictures in the overlay track #1. When I attempt to add a movie it defaults back to the beginning of my "video track" which then is overlayed by my titles and other pictures. The reason I use the overlay track #1 is so that I can edit, and add fade features and other effects.
Is there any way to move the video forward on the timeline?

The usual way to do that is to simply insert a color block from the color library in front of the video and set it's duration to whatever time you need to push the video off the titles. Black would probably be most peoples choice but it can be any colour at all.
I am a bit confused about your statement as to why you use the overlay tack and not the main track - all effects/transitions/fades etc. can be added to every thing in the main track.

Thank you!! That solved my problem.
As for my other comment. I am unable to fade in or out when I place my pictures or video in the "video track" section. I am only able to utilize this feature when it is in the overlay track sections. I am probably doing something wrong.

Well as long as you are achieving the result you require that is all that matters - nothing is cast in concrete it's getting the final result that matters - but you should be able to do everything in the main track

So how do I fade the video in and out in the main video track? I see that by right clicking on the video it will allow me to fade the audio in and out but not the actual video picture.

The way I do my fades in the main track is to insert a black panel in the timeline before the scene I want to fade in, then a cross fade transition. If you want a long fade in, adjust the length of the transition, but make sure you have the colour panel long enough to support the transition length.
For a fade out, simply insert a Fade to Black transition if its at the very end, or if it is during the video, insert a fade to black (or crossfade) transition, followed by another black panel.
