Did you try googling or visiting the Photo Imaging Resource Centre (PIRC) to check their database for tutorials?
As much as we love to help, we can't do tutorials for you. There are a lot of tutorials out there for PhotoImpact to apply this method of text and snow.

altohugh i have visited plenty of tutorial web sites i stil have not found too much info about the snow effect.. as for this yahoo article, i must say that it gave me some ideas, though
