"Updating Cache Settings" when I try to start the program. Now since I've upgraded to SP1 this problem has started.
I even had to reboot the computer as it was not showing up in the task manager. I wish Corel would fix this POS.

After you've got the computer back, try...
Double click Control Panel.
Computer management
System Tools
Event Viewer
Application
Scroll and look for an error flag. (Red circle with a white cross)
Double click the error and it will open displaying the details.
If you want to keep the info, on the right hand side of that window is a
text clipboard icon (Under the Up/Down arrows).
Clicking that will save the error message to the global clipboard.
Here, original X4 would lock up at the Splash screen point you note, and also sometimes SP1 still does it.
The error detail I get is:
Description:
Faulting application corel paintshop pro.exe, version 14.1.0.92, faulting
module coreorganizer.dll, version 14.1.0.46, fault address 0x00042abf.

I'm using Windows 7. This has only happened twice but what a pain in the butt.

Try deleting the \USERS\Account name\APPDATA\LOCAL\COREL folder.
You may need some privileges and that "show hidden files and/or folders" be enabled in Control Panel -> Folder options.

You can also reset your workspace and restore database.
To reset workspace by pressing and holding down the SHIFT key then double-click on the PSP icon then when you received the message "DO YOU WAN TO RESTORE PAINTSHOP Pro TO ITS DEFAULT STATE?" just click OK.
To restore database, click on START > ALL PROGRAMS > COREL PAINTSHOP PRO X4 > RESTORE DATABASE, then just follow the steps that will appear on the screen.
