Am I correct that it appears that volunteers/users appear to be administering the forums? (that is, not paid by Corel)
Usually users will perform moderation functions... but Site Admin?

You are correct.
Corel have overall responsibility, but all admin and moderation is done by volunteers of many years standing in the community.
All site changes etc have to be passed to Corel who make a decision based on need and no doubt cost.
It gives great independance to the site.
Some Corel employees monitor and post.
Site Admin do have reasonable access to Corel employees.

Yes all of those of us who have green names are unpaid volunteers - the red admins who you see regularly are also not paid by Corel - although there are a very few Corel admins who post very rarely. In fact some of the moderators and admins also have a full time job as well and we all give up spare time to try and run a friendly spam free forum. there are also one or two Corel employees who visit and post - but they do that freely as individuals and are not paid by Corel to specifically post but give up their spare time to do so.
When you first joined and posted your first two posts would have been vetted and approved by one of us unpaid heroes before your posts were available for general view , thus ensuring that spam which is visible to the majority of forum users is kept to an absolute minimum and indeed hopefully zero.
If you look to the right in our posts you will see our 'joined' date and will notice that admins and moderators have been around a long time - in fact in many cases long before the 2004 date quoted because we were all on the previous forums and were transferred to this 'new' one in 2004
