NIK Color Efex....
...is a great plugin but it works differently in PSP than it does in PShop. With PSP X4 I have to apply the plugin and then mask it out which is a right pain. In Pshop NIK Color Efex creates a new layer and you can brush it on selectively, even adjusting the opacity of the brush as you work. As I'm relatively new to using PSP I'm wondering if there is any way to mimic the Pshop way of using NIK.

1. Duplicate your layer before opening the plugin.
2. Apply the Filter.
3. Create a Mask for that layer using the mask button on the layers palette (Hide All if you want to paint in the effect, Show All if you want to paint out the effect)
4. Select the Brush tool and set your options (hardness, opacity...etc). Also set the brush color in the Materials Palette (white to paint it in if you chose Hide All, black to paint out the effect if you chose show all).
5. Paint on the mask to reveal or hide the effect.
You can also lower the opacity of the mask group to lower the overall effect.
