In Corel Video Studio Pro x3 - Is there anyway to save a single chosen frame as a .jpg file or some other editable picture format?

Yes that is possible.
From Settings – Preferences (F6) – Capture Tab – Choose the Snapshot Quality as bmp or Jpeg.
From the timeline select the frame to capture.
In Project Playback
Edit – Take a Snapshot---this creates an image as you see it in the preview screen, using the project properties frame size.
In Clip Playback
Edit – Take a Snapshot---this creates an image using the video frame only, using the video frame size.
What video frame size are you using HD , Standard Definition etc
In each case the image is saved to the working folder, a thumbnail will be placed in the library.
