I am a licensed owner of Paint Shop Pro, but I do not own Video Studio. The purchase page does not specify whether I need to own either, or both, to buy the bundle. It lists both but to my untrained eye does not specify owning both. Before I spend the money on the bundle, only to find it isn't going to activate one or both of the programs, I'd like to know which version I need to buy.

I am not sure I follow. A bundle is a bundle, and to be a bundle you would need at least two things, I would have thought. So buying the Ultimate bundle gets you the two Ultimate programs and their related extras, plus separate serial numbers for each program.
You don't need to already own either program in order to be able to buy it. And installing the X4 version of either program will not overwrite earlier versions, even if you pay an "Upgrade" price. Even the "upgrades" are full and complete versions which install independently of other versions.
Just be aware, though, that in the case of both VS and PSP, the programs are identical to the non-Ultimate ones. It is just the extras in each case which make them "Ultimate".

If you are referring to the upgrade eligibility of the Bundled PSP X4 and VS X4, AFAIK, you are eligible for the upgrade price of the ultimate photo and video bundle... as long as you own a previous licensed version of:
Corel® Paint Shop Pro® Photo X2 or higher
VideoStudio® X2 or higher
trial, academic, OEM and Not For Resale (NFR) versions are not included.
Also consider what Ken mentioned that if you already owned the PSP X4, the core software is just same with PSP 4 Ultimate..
