I have the latest updates for Windows XP Home and Corel Paint Shop Pro Photo X2.
While viewing any type movie/video while on the internet, I can hit the Prt Scr button and paste that still image in Paint Shop as a new image.
However, try that while viewing something in Windows Media 11 for example, and everything that was on the screen will paste—except the video image.
It's as if the clipboard is getting the image while on the internet, but not from any other source including media being viewed while in Outlook Express.
Thanks for any help.

Well this is more of a Windows Media Player problem.
I could be wrong but from what I understand WMP uses what's known as the overlay layer to play its videos on and Print Screen doesn't take a picture of that. So you need to turn off using overlays.
Go to the menu in Windows Media Player and select Tools->Options.
In the Performance tab click the "Advanced" button. Then in the "Video Acceleration" settings turn off "Use Overlays" and that should fix your problem.

EDIT: When you have downloaded video (.AVI, .MOV, .MKV, ..) open it in KM Player or GOM Player and both have options to make screenshots and even more.

I usually do this when the windows media player in on window mode and not on full screen mode.
