Pixelated thumbnails

When I create images for my web sites in X4, upload them into Expression Web, insert them into the page and use the thumbnail tool, the thumbnails appear badly pixelated, as though they were posterized. This did not happen when using PSP8. I save my images for the web as 72 DPI, uncompressed JPEGs. There must be something different about the images output from X4 and those output from PSP8. Image info doesn't show anything suspect. Anybody have a clue as to what's happening here?

OK, my first image posting. These are two thumbnails created from the same image (a monochrome painting). The cleaner image was a direct creation in X4, the other pixelated one was created within Expression web using the auto-thumbnail function. Opening the two images in X4 to view the image info shows identical specifications for both images. One is simply pixelated. The other is not. As I mentioned, this did not occur when using PSP8 in the same manner. To insure that Expression Web was not at fault, I tried using varying auto-thumbnail sizes. There was no difference. All auto-generated thumbnails were pixelated. Monochrome paintings are always a challenge with digital photography. Pixelation can happen to some degree even at large sizes and resolutions. But, as you can see, manually creating a thumbnail-sized image in X4 shows no evidence of pixelation. The full-sized images commonly used in Expression Web, from which the auto-thumbnail function is run, are generally 72 DPI at a maximum size of 600-750 pixels large.
