Since the information is being displayed by Irfanview properly, I don't think this is a software problem. It can be a problem with flickr, I would suggest that you contact the flickr help at http://www.flickr.com/help/

It is possible, but given the history of previous PSP versions with Exif I suspect that the problem is with PSP not setting some default value properly. If you look at the data you notice that the numbers are basically correct but that the scaling and the rounding is missing. I assume that Irfanview and other viewers detect this and apply suitable defaults where Flickr doesn't do this. It's quite possible that Flickr *should* do this but I don't have enough Exif knowledge to give an opinion on that.
As far as I know PSP X4 is the only software causing this problem with Flickr. I have upload JPEgs created by Canon DPP, Raw Therapee, PSP X1, X2, X3 (patched of course), Cyberlink PhotoDirector, FastStone Viewer, Oloneo PhotoEngine and Cpicture, and Flickr renders the Exif data for all of those correctly.

Looking in more detail at the Exif information with CPicture, I see that that Flickr uses the XMP information, and that is where the problem starts.
According to Cpicture the XMP data are exactly what Flickr shows in the Exif data, while the Exif itself is correct.
I had no idea that XMP existed, it seems to be an Adobe thingy (XML based), and it looks like PSP X4 messed things up a bit here...

There are quite a few versions of EXIF info, that can be stored in in JPEG and others. Try some EXIF editor.
