I'm able to pan and zoom when I put a still image in the timeline, but when I put a video clip, the option is gone?
How do I do what I want to do if I'm simply trying to pan and zoom in a given video clip?

Welcome to the forums, 
Look in the Video Filters, there is a Video Pan/Zoom filter, use that for your video clips. Pressing the Customize button on the filter provides you with keyframe ability to customize your pan and zoom.

I know there had to be a way... but I couldn't find it.
Next question... how do I do it in 4:3? I have a 4:3 video but the pan/zoom window is 16:9 and distorts it.
