Question: can PSPX3 or X4 import/export .vns and .obj files for 3D modelling ?

I don't think that's very likely I'm afraid. PSP is a 2D graphics package for processing photos and drawing images. I don't think there's much it would be able to do with an 3D modelling file unfortunately.

Neither of these formats show up in the list of formats X4 can open or save as.

Yeah PSP does not have any 3D options at all. Of course even PS Extended, the version of Photoshop that has 3D options, has very limited use. It's best to make the 3D in a dedicated editor and then you can import the render into PSP and make more adjustments if you feel the need to. I have on occasion done just that with Blender as my 3D editor.
