Over the past few days I have posted 2 threads on my 'problems'.
The first one re issues with Frames.
The second issue was with the Smudge Brush.
OK I've now figured out the problems. I haven't a fix for them but I now know what Corel needs to look at.
In both cases the issues go away if I change to 8bit. (All my work is done with 16bit tiffs as a starting point. Then saved as 16bit PSPImage files.(RGB 16 bits/channel)). Once I change to 8bit the frame loads and saves and loads again ok. Even if I then change back to 16bit. If I open up a 16bit PSPImage file in 16bit the smudge tool gives 'strange' results. If I change to 8bit the smudge tool works as it should. Once done with the smudge tool I revert to 16bit again. (Does this mean I haven't lost the 16 bit quality?
Any thoughts?
I'll keep testing my theory and see if there are any other 'common' links to my issues. I think it's my large files with multiple layers in 16bit that is complicating things!
Thanks to all those who have commented.

Re: Frustraion again! Bug found!
Just to confirm brucet's findings of two bugs.
Bug number 1 in the PSPX4 editor mode.
Open or create a 16 bit image. Make sure it is 16 bits. 300 by 300 pixels will do.
Add a frame (Image > Picture frame… OK).
Save with a .pspimage extension (Like filename.pspimage). DO NOT flatten first.
Close the image.
Open the image again (File > Recent > filename.pspimage)
The program freezes at this point and needs to be shut down using Windows program manager. It does not freeze with an 8 bit image.

Bug number 2 in PSPX4 editor mode.
Open or create a 16 bit image. Make sure it is 16 bits. 300 by 300 pixels will do.
Duplicate the layer (layers > Duplicate).
Select the “Push” or “Smudge” tool.
Check the “Use all layers” box. This is important.
The “Push” or “Smudge” tool sort of freezes.
There is no problem with an 8 bit image.
