When I right click any entry in the Layers pane of PSP8 I get this odd box instead of the context menu:
Anyone have any idea s to the likely cause and fix please?

Pleased to report that I sorted this shortly after my post. I'd forgotten that I had the same problem nearly 5 years ago and had discovered a solution.
In case anyone else ends up here...
View > Customize > Menu tab > Context menus > Layer Context Menu > Press Reset
I also found I had to do the same with Layer Vector Context Menu .

I guess "best" is in the eye of the beholder, but there are a few of us on this board that still have PSP 8 installed. Ask what questions you want, and we'll try to help if we know the answers.

Although I have X2 installed, PSP8 is what I use 99% of the time. I'd be glad to help if I can.
