Is any way to dock the Learning Center Palette to the left as it was in previous versions?

Not in the same way, no. The docking in PSPX4 has gotten a little wonky. While I do like the assistance for arranging the docking as you see fit, it has limited the number of options as well.
Now that being said you can dock the learning center to the left but the tools toolbar will always be further to the left than the palette because of the docking differences.

You can actually drag and drop the learning center on either the left or right side of your screen. But just like what Levi said, if you place the learning center at the left side, the Tools option will be on the far left side of the screen.
