There was no AV program interference, and I tried every compatibility option available. Though having to manually add this to "run as admin" doesn't coexist very well with the program supposedly being fully compatible with Windows 7. Meaning, I shouldn't have had to make any compatibility modifications to run the program.

Not completely true. Starting with Windows Vista, MicroSoft has greatly increased the security of the OS. Even if you are the only user, your user account is an Administrator, it still has less access. The OS maintains a System Admin account, which is where the Run as Admin comes in. Sometimes this System Admin thinks that you or programs you're trying to install should not be allowed to write to system critical areas of the hard drive. You will not see a lot of these. Windows hides the true location of these. Even what you can see as an Admin user, are really false locations.
You stated that there's no AV interference, if so how did you know this? What AV are you using? Some like Symantic (Norton) and McAfee are notorious for interfering with programs. Did you disable your AV while installing? Most of the time I have not had problems with this. I use the freebie from AVG, but I still disable it, the UAC, and sometimes Windows Defender, and also choose Run as Admin while installing. That way the installer gets full access without having to be interrupted. There's one more thing that I have had to do at times, and that is Exempt the installer and/or the program from D.E.P. (Data Execution Prevention). This is areal mean one. It will just flat prohibit a program from launching and not provide any indication it has done so.
