The problem appears to have been solved. I tried the exact same thing with VS9 and I didn't hear any of the popping and cracking sounds after making a video file.
I had already uploaded another episode in that series that clearly shows the recording to be OOS. I guess you don't need to perform a test now but here is the link to the upload to show you how badly out of sync this particular episode is.

Sorry about all of the confusion this has caused. Just to be clear, I was only interested in making the audio in sync with the video. Then with the original commercials from the original broadcast still intact, I will burn a copy of the episodes to a DVD-RW disc. Then I will play the disc on a Panasonic recorder while recording it on another Panasonic recorder via an S-Video cable. Why do it that way? Only because the first several episodes I recorded did not have any OOS issues whatsoever so they were merely just transferred off of the DVR onto a DVD-R disc. I then wanted all of the episodes recorded onto DVD-Rs the same way for the sake of consistency. That is the only reason why you may have noticed for the recordings made onto a DVD-RW disc and subsequent importation into VS10 that there are few seconds before and after the episode. With the extra few seconds before and after I would have plenty of room to start and stop recording the episode without having any of it cut during the playback/real time transfer.
By the way, that episode I had you look at first actually reran last night, however it had a much greater OOS problem than before. Just as much as the second episode I uploaded. Looking at the episodes off of that file sharing site it is very hard to notice any OOS issue when the problem is as very minor as the first upload. It is a bit easier to notice when watching the actual file imported into VS10 as well as watching the DVR recording itself on television.

Well, at least I can confirm that this latest episode I just downloaded is way out of sync... I tried clipping bits out, then rendering both as Same As First Clip and Same As Project Properties, but these resulted in similarly OOS video. I did not attempt to extract the audio and line it up with the video, though clearly this would need to be done to make it usable in this case.

Okay I have had it with VideoStudio 9 and 10 (upgrade version). They have caused me too must frustration and grief over the years.
The last time I used these programs I ended up using VS 9 to avoid the popping and cracking audio as noted in my previous post back in 2013.
Well this time around that solution only created an audio/video out of sync issue.
With VS 10 (upgrade) I either get OOS using Smart render or else by not using Smart Render there is typically no OOS but that popping and cracking audio issue is there.
Just like before, I am editing with MPEG files and my computer specifications are the same. Yes I realize that these two programs are not the best for editing with that format.
Checking the forum for suggestions, I had spotted a mention for an MPEG editor by Womble (MPEG Video Wizard DVD 5.0). I downloaded the free trial version and that eliminated the problems I am having but the video had degraded slightly, something which I don't see with VideoStudio and why I stuck with it for so long.
I am now trying out TMPGEnc Authoring Works 5 but so far I am unsure if it will even do what I want it to and am waiting for a response from that company's customer support.
just to reiterate, I would sometimes want to either add or swap clips in a project (remove part of a recording and substitute that part removed with part of another recording) whether or not the project properties for the second recording are identical (different bit rates primarily) and when desired edit out commercials. I also want to be able to adjust the volume level for one or more clips that may have a different volume level than the other clips and when necessary remove the audio to clean it up and then of course reinsert it back to the original clip.
Is there a newer version for VideoStudio that would avoid the problems I am having? Where I am exclusively editing with MPEG, should I just stay away from another any further versions of VideoStudio? If so what MPEG editor could someone recommend that would produce a DVD without any OOS issues and cracking audio as well as no noticeable picture degradation to the naked eye?

I have had to read the older posts to get up to speed with your issues.
Both Ken and I confirmed that we were able to edit the original videos without the Out of Sync audio problem.
Some thoughts…………
Now given that you converted the video using Mpeg Video Wizard seemed to cure the problem, that to me suggests the original videos are at fault, except I don’t have a problem with them.
The other option may be your Audio Drivers, Your profile shows you using XP, are those details correct.
Have you tried re-installing the latest audio drivers for your pc?
Running VS 10 editing Mpeg should be ok, bog standard DVD should give no problems?
Have you installed the service packs available for VS 10?
I did suggest installing the trial of VS X6, that was a while ago, did you do that?
The latest version is X8, but the trial is a cut down version and you will not be able to render to Mpeg2?
I know in the past you provided a sample, can you do that again.
However I had a lot of problems using 4Shared and don’t intent to use that again, so please use DropBox, Google Drive or Windows One Drive.
So my conclusion is it is either the video file or your PC, whatever editor you use may give problems.
You could try converting the video, try Format Factory, maybe that will create a suitable file.
I just don’t know, but there has to be a solution?

Yesterday I checked for any audio driver updates for my computer. There was one which I installed.
I never installed the service packs for VS 10 before because in the past every time I read about them on the forum I kept reading posts with users saying that quite often they have created more problems then they have solved. It has also been so long now that I don't even remember what issues that they were supposed to address. If they had a specific patch for the issues I am having I would have surely installed them at the time.
Nonetheless, I attempted to install any and all service packs, patches and updates. That was not possible however as when you want to obtain updates for older products you now have to click on the provided link for Corel's FTP server. Well I did that and the connection just hangs. I tried for hours with Firefox, Google Chrome and Internet Explorer.
I contacted a Corel rep via a chat session. At first she told me those updates are no longer available as the older versions of VideoStudio are no longer supported and obsolete. I told her that just that same day I was told by someone on the forum to consider installing the service packs for VS10. I also asked if they updates are no longer available then why even have the link at all? After a long delay she said that the link is corrupted and she would inform the web development team to have the connection running again. I tried this morning and it still hangs.
After that audio driver update I then created another videofile in VS 10 (not using Smart Render) but that did not eliminate the popping and cracking audio.
I then used Smart Render for two different projects after the audio driver update to see if there was any OOS. Both merely involved cutting out parts of a recording and adding clips from a separate recording of the very same program because there are parts missing in the primary program and the smaller secondary clips when edited in make the primary program complete. The original files are not out of sync in any way. Of course the real test to see if a videofile has any OOS issue is to go immediately to the last part of the videofile. The first project is approximately 67 in length (no commercials just as I want it to be) and I appears that there is a very minor almost hard to detect OOS issue near the end. The greater test is with a longer recoding. This second project is around 92 minutes in length (with the original broadcast commercials included just as I want them to be) and there is clearly still some OOS near the end of that resultant videofile. The audio driver update appears to have helped a little but the problem is not entirely corrected.
I didn't install the trial for VS X6 because even if it worked at the time you had suggested it, I only had a limited number of projects and didn't want to spend money on another program just for them. If I could get a work around which I did at the time using VS 9 then that was all I needed. Now I have more projects to work on then before and it is time to get this issue resolved once and for all even if that means buying a new video editing program from either Corel or another company.
So far I am having trouble figuring out how to do the type of editing I want to do with the trial version of TMPGE Authoring Works 5.
I can easily send a sample through Google Drive as I use that program frequently anyhow. If it is okay with you I would prefer to send the files for the project that will be 92 minutes in length which will be a better test for your software and computer. If your setup can pass that test editing with MPEG files, then it would work for any project that I'd want to work on. I can also send you the list of the exact spots where I want the larger primary recording edited and in place of those parts removed insert the four clips from the other recording so that they can be edited in seamlessly. That way you would be duplicating the exact same editing I have done with the project before creating the videofile.
I don't know if it matters but just recently I have been using the feature to increase the volume of the smaller clips from the secondary recording to match the audio level for the primary recording. In particular I did that for the 67 minute project as there was such a difference in the volume level between the clips. Making two different videofiles, one with not changing the audio level of the smaller clips from the secondary recording and the one with changing the audio level in the smaller clips didn't appear to have any difference in the amount of OOS that may exist.

As for VS 10 service packs and there were quite a few, Ulead created a PDF with details and links, I has assumed you downloaded and saved the service packs to your pc.

Correct, the original files are perfectly in sync. Only after rendering / creating a videofile do I see the video and audio out of sync.
Unfortunately I didn't download and save the service packs to my PC. Looking at what they consisted of from the link you provided, I didn't see anything specific for audio / OOS issues.

When I insert the original videos into the timeline I say yes to the pop up "Do you want to change the project settings to match the video's properties so VideoStudio can perform Smart Render?" For the files I would be sending you, they all have identical properties.

No, it means Video Studio Project, and you will see that your project file uses .vsp as its extension.I assume by VSP you mean VideoStudio properties?

The VSP is the project file, (Video Studio Project) it may be described from folder detail view for you as Ulead Video Studio Document?
Using Windows Explorer depends on how you have set the folder view as to whether you can see the files extension. (myproject.vsp)
Open any folder , Tools – Folder Options – View – deselect Hide extensions for known file types
Uploading the project file (vsp) will allow us to see all edits you have applied to the video file, after we apply a relink that is.
Hopefully projects made with VS10 will open with the later versions.

I was able to download all the files from GoogleDrive except for "uvs150619_163033~0.mpg". When I try to download that file I get the message "Not Found Error 404".
I can play the file. It shows a length of 1:37:52. Can one upload a file that long/large to GoogleDrive?

The file "uvs150619_163033~0.mpg" is the primary and most important file. All the other files are shorter clips to edit into that primary much larger file.
My fellow collectors and I upload and download files of that size all of the time on Google Drive using our respective e-mail addresses.
