Can I detach EasyPalette to a second monitor?

Hi, I'm thinking about buying a second 19" monitor, so that I can have two 19" monitors in portrait mode, 1024 wide by 1280 high for each monitor. Can I detach EasyPalette, etc. somehow, to put it onto the right hand monitor? I know I have two choices with the monitors - I can either make them represent one big desktop, 2048 px wide by 1280 px high, or two separate desktops, 1024 x 1280, so that if I maximise a program on one monitor, it will only expand to fill that monitor, not both (which is what I want, ideally).
I've just tried a 21.5" widescreen monitor, 1920 x 1080, and the dot pitch was far too small for me, I found it very uncomfortable, so the only other option is a 24" monitor, but they're too expensive for me at the moment, and I can get a second 19" monitor for about £30 secondhand.

Yes the Easy Palette is detachable. Grab the bar that has the 3 vertical dots to the left of "Easy Palette", and drag it away. I'm not sure about the 2nd monitor, as I only have 1.
