Audio sets it's own volume when burning using MF3.5 Help!!

I am trying to burn taped and edited videos using MF 3.5. When I click on normalize, the audio is way too loud. So I decided to use my audio editing software and set the dB myself without normalize enabled when burning. But no matter how loud I set the file dB output, MF3.5 seems to burn the file at the same rate which ends up being way to quiet. Help!! I don't know what I should do next.
