Can't Install Paint Shop Pro

Can't Install Paint Shop Pro
Hello. I just purchased the software this morning. I downloaded the file and I can not install it. I get an empty window with no text, and a disabled next button. I tried running as administrator, disabling virtual effects, and extracting the setup file and running it manually. No long on any of them. I am not to happy that I just paid for a software and can't even install it.

Please follow the steps in this KB 000007359 - Installation window only contains the program name, no content and the Next button is greyed out.
