Highlighting one area of a video and following it

I am not sure what this idea is called or if it can be done in VS3. I would like to grey out the background of a video so that the observer focuses on a particular area. I think it is called a spot shadow.

If you want to do it the way you describe, NewBlue has a filter that does it. You may want to check it out. They call it "spotlight". http://www.newbluefx.com/video-essentials-iii.html
