I was playing with the VS9 trial and realized that I can't do certain things I would expect to be able to do.
1. Is it possible to apply a filter or special effect to just one part of the video file? It seems that you can only apply the effects/filter to the entire clip. I was hoping to be able to individually adjust the effects length.
2. Can you make motion menues for SVCD's with VS9, like most of the other video editors I have played with?

1. To do what you want, you could break the video into multiple clips with VS9 and then apply your filter where needed. Also you didn't say what the filter is, some of them can be customized with time durations so they could apply to part of them.
2. I never made an SVCD so I don't know. You can make a motion menu with a DVD. It takes up room so that's an issue too. I just made a big DVD and didn't use motion menus for that reason... running out of room.
I am a beginner with this program so let's see what the experts have to say.

have you clicked on the Attributes Tab, and then Customize Filter -- you can add "key frames", and change the attributes of the filter at each Key frame.
If a majority of your video clip will not have the filter applied, then it's probably best to just cut into smaller pieces and apply the filter to only the section that needs it. This will allow the rest of your video to be rendered "asis" (using the smart render feature).

I assume you currently have one long clip on your timeline.
To add different effects do the following:
Move the time line to where you want the effect to start.
Click on the "Scissors" icon - this will split the clip into two on the timeline.
Click on the second clip in the timeline.
Scroll through the second clip until you get to where you want the effect to end.
Click on the Scissors icon again.
You should now have three clips in the timeline with the second clip being the section that you want to apply the effect to.
Repeat for all effects that you wish to add.
