Rulers Won't attach to Image.

I have tried everything. The rulers are showing but are not attached to the image.

Click the "Fit Image To Window" just bellow Zoom In and to the right of Actual Size 1:1. It's the Icon that's lit of the three. That's assuming that you just want the window to be as big as the image and not actually putting the rulers onto the actual image itself.

I had "window" tabbed documents checked. Once unchecked it was fine.
