I tried to create an ISO image (I don't have a blu-ray drive) and it turns out it isn't possible (the "create image" option is diabled on blu-ray disks).
I was able to create the folders.
can you help me with this problem ?

What problem is that? You can't create an ISO of a Blu-Ray project, period. The Blu-Ray Folder is all you can prepare. You can play the folder on a software Blu-Ray player, or simply transfer it to any number of Blu-Ray discs like you would a data file, and it should play in a stand-alone Blu-Ray player.

I use ImgBurn to create BD ISO's from VS BDMV folders.

My point was more about why you seem to need an ISO file when the Folders do exactly the same thing and moreover don't need to be mounted on a virtual drive so that you can preview them.

Yes... Thank you! ImgBurn did the trick.
Without creating an ISO and mounting the image after that, I can't see if the menu looks right.

I repeat: the folders can be played on a software Blu-Ray player, without mounting on any virtual drive. The folders are the exact folders, with menu, of the final disc. You will be able to play it back, including the menu, using the folders. You simply don't need an ISO for that, it is a furphy!!!

I"ll re-inforce what Ken states. It's no different with SD, DVDs. You can create DVD folders on your hard-drive. Then using any one of many software players, point them to the VIDEO_TS folder, and it will play it just like it would if you had those same files and folders burned to a disc. As long as the structure is correct so the player knows what it is looking at, and all the files are there inside the folders it can be played without any extra-duty of mounting. In my opinion the ISO is a very outdated format. It forces you to go through extra steps needlessly. To use them you are creating a virtual DVD or BD on your computer. Why do that when you can just use the "folder structure" to view it, and then also just burn those folders to your disc aftwards?

I know with SD DVD, the Video_TS shows everything, including the menu interactivity when played back on a PC, no iso needed. My experience with BD folders for PC playback is different. When I try to play a BDMV folder (with menu) I can't open it with a SW player. I have to go to the included stream folder and then I can play the different files, also those used for the menu, but no menu interactivity. If I want to get the selectable menu etc, like it should be on a final BD or avchd, I need to create an ISO, mount it on a virtual HD drive and then play it with a SW player (e.g. PowerDVD). I didn't try to burn the BDMV folder (and "certificate" folder?) as data on a BD disc, but this may work OK I think.
Edit: only my VLC player can open my BDMV folder, BUT it just plays the different stream files one after the other. No menu interactivity. So worthless when I want to watch a BD video on my PC.
