It's a known issue that patch #3 to PSP X3 broke the ReMask plug-in. For that reason I went back to PSP X2 where ReMask works just fine. Corel is very much aware of the issue and we are all waiting on a new patch that will hopefully correct the problem.
In terms of patches, you can try updating through your Help menu in PSP or click on the Patches & Updates link at the top of this forum. If you used the link, click on Paint Shop Pro X3 when the page loads.

Edited to add: You might want to try the GML Matting plug-in. It's free and I just double checked to see that it does work in PSP X3. It's not as good as ReMask but it's better than nothing.

Where you able to install the plugin and set it up via PREFERENCE?
If not, please try these steps.
To enable plug-ins
1. Choose File Preferences File Locations.
The File Locations dialog box appears.
2. From the File types list, select Plug-ins.
3. Mark the Enable plug-ins check box.
You can also
- Load plug-ins with any extension
- Unmark the Limit Loaded plug-in files to those with an .8B* extension check box.
- Open the file in the plug-in before it opens in Corel PaintShop Photo Pro
- Mark the Allow file format plug-ins to request pre-filtering of support file types check box.
To add plug-in locations
1. Choose File Preferences File Locations.
The File Locations dialog box appears.
2. From the File types list, select Plug-ins.
3. Click Add.
A new blank item appears in the folder list, and the Browse for Folder dialog box appears.
4. Navigate to the folder you want to add, and click OK to return to the File Locations dialog box.
